The Department of Health Services (DHS), Division of Care and Treatment Services (DCTS) is recruiting to fill a full-time Electronic Health Records (EHR) Data Analyst position within the Office of Electronic Health Records (OEHR).

DCTS manages and supports seven care and treatment facilities for people living with psychiatric disorders and intellectual disabilities, community mental health and substance use services, community mental health and substance use treatment services for people in the criminal justice system, and the protection of client rights for people receiving services for intellectual disabilities, mental health, and substance use.

This position is headquartered at the Mendota Mental Health Institute (MMHI) at 301 Troy Dr. on the north side of Madison. This position can work remotely most of the time but will be required to report to the headquarters office location based on training or operational need. Occasional travel to DHS health care facilities and offices throughout the state may also be required.

Position Summary

As an EHR Data Analyst, you will assist the Integration Architects, Technical Director and Director in representing the technical configuration functionality for system design and workflow within the Oracle Cerner Millennium Health Record system, also referred to as the DHS Connect System or EHR. This includes:

  • Collaborating with facility information technology staff and managing division wide user profile and access.
  • Recommending policy and procedure revisions and strategies that improve the quality and practical use of the EHR system.
  • Actively participating in division-wide initiatives as a project lead and effectively contributing to the system configuration concerns of users, providing innovation, direction, guidance, and consultation.
  • Reviewing new and existing workflows and functionality to determine DHS system compatibility and signify whether system changes will have potential negative consequences to avoid. This includes working with other analysts and integration architects to consult, test, configure, and optimize functionality in the system, making evaluation of downstream impacts and risks a priority.
  • Leading or coordinating conversions, application system testing and documentation of system procedures.
  • Serving as a functioning expert in backend system tools for DHS Connect and adjunct systems and applications.
  • Working collaboratively with vendors to prepare technical specifications and scopes of work.
  • Writing queries and reports to extract system data.

Salary Information

The starting pay is between $37.00 and $42.00 per hour (approximately between $76,900 and $87,300 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former employees is based on the rules that apply to compensation for the applicable transaction. This position is classified as an Information Systems Business Automation Senior and is in pay schedule/range 07/34.

Job Details

  • To work remotely, employees must have access to both a private workspace and secure high-speed internet.
  • Mileage reimbursement to the employee’s headquarter location is not provided.
  • For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
  • DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.

Qualifications

Minimally qualified applicants will have all the following:

  • Experience providing IT support in a professional/business setting.
  • Experience developing and updating process documentation for technical applications.
  • Experience maintaining system software applications (e.g., designing new functionality, fixing issues in system, modifying existing applications to meet user needs and regulatory changes, etc.).
  • Experience managing or coordinating technical projects (e.g., documenting and analyzing business requirements, creating project roadmaps, serving as a liaison between participants, presenting project status updates, reporting on outcomes, etc.).

Well-qualified applicants will also have one or more of the following:

  • Experience supporting an EHR software system such as Oracle Cerner Millennium Health or Epic.
  • Experience working in a clinical lab setting or supporting a lab information system.
  • Experience using reporting tools to write queries (e.g., SQL, MSAccess, Visual Basic, Crystal Reports, Tableau, Business Intelligence, etc.).
  • Experience completing functional or integrated unit user acceptance testing.
