Position Overview
The Center for Rural Policy and Development (CRPD) is seeking a Research & Policy Analyst to lead an 18-month research initiative examining the rural impacts of Minnesota’s transition to a 100% carbon-free electricity system by 2040.

Driven by state mandates, federal incentives, and rapid technological change, this transition is reshaping how energy is produced, transmitted, and consumed. Rural communities are at the center of this shift—hosting infrastructure, navigating land-use changes, and experiencing both economic opportunity and disruption.

This position will produce independent, empirical, non-partisan research to inform policymakers, rural leaders, and regulatory agencies.

Position Purpose
The Policy Analyst will design and implement a comprehensive, data-driven research program to:
-Assess economic, fiscal, workforce, and land-use impacts of energy transition
-Analyze energy reliability, infrastructure, and permitting challenges
-Engage rural communities to understand local perspectives and needs
-Translate research findings into actionable policy insights

Qualifications
-Bachelor’s or Master’s degree in public policy, economics, energy systems, or a related field
-Strong research and analytical skills (quantitative and/or qualitative)
-Experience with data analysis and policy evaluation
-Ability to communicate complex information clearly to diverse audiences
-Strong stakeholder engagement and facilitation skills
-Interest in rural policy, energy systems, or economic development

Expected Outcomes

By the end of the contract, the contractor will help CRPD deliver:
-A comprehensive, rural-focused analysis of Minnesota’s clean energy transition
-Clear, evidence-based policy guidance
-A statewide dataset supporting ongoing research
-Tools and publications that support state and local decision-making
-Stronger rural representation in energy policy discussions

Compensation & Terms
-Total Compensation: $90,000 over 18 months, with possible extension
-Payment Structure: Paid monthly installments
-Employment Type: Independent contractor (not a CRPD employee)
-Contractor is responsible for their own taxes, insurance, and health care benefits.
-Mileage reimbursed at current federal rate.
